IX. Protection of Fish. Wildlife and Related Environmental Values <br />1. Fish and wildlife habitat is a planned post-mining land use. The applicant has <br />selected appropriate plant species and distributions to benefit fish and wildlife <br />(4.18(4)(1))• <br />X. Subsidence Control <br />1. The applicant used a subsidence control plan in accordance with Rule <br />2.05.6(6) and committed to adopt all measures in order to reduce the <br />likelihood of subsidence and prevent material damage to Hubbard Creek. <br />The Division has approved the plan (4.20.1(2) and 4.20.3(1)). No structures <br />aze within the projected area to be affected by the Sanborn Creek Mine or <br />Sanborn East Tract subsidence. However, there aze several landslide features <br />above the proposed underground workings and Pacific Basin Resources has <br />committed to monitoring these features. <br />2. The applicant has proposed a subsidence monitoring program, in accordance <br />with Rule 2.05.6(6)(c), designed to determine the commencement and <br />magnitude of subsidence movements. The results of the monitoring program <br />will be submitted to the Division annually. The monitoring program is <br />designed to extend for a time, beyond cessation of mining in any area, <br />consistent with the need for verification of the subsidence prediction. <br />XI. Qperations on Alluvial Valley Floors <br />1. The Division has determined that an alluvial valley floor exists in an adjacent <br />area. Therefore, the following findings are in order for the alluvial valley <br />floor that is located on the North Fork of the Gunnison River downstream <br />from the mine site. <br />The Division finds that activities proposed by the applicant will not interrupt, <br />discontinue, or preclude farming on the alluvial valley floors that are irrigated <br />or naturally subimgated (4.24.3(1)). <br />The proposed activities will not materially damage the quantity or quality of <br />water in the surface or ground water system described above (4.24.3(3) and <br />2.06.8(5)(a)(ii)). <br />Coal mining and reclamation operations will be conducted to preserve the <br />essential hydrologic functions of alluvial valley floors outside the permit azea <br />throughout the mining and reclamation process (4.24.2). <br />Senbom Leek Mine TA Permit Rcvision No. 3 <br />
