We have three topics which we wish to discuss: 1) Colony's 1987 <br />construction and reclamation plans, 2) proposed changes to Colony's <br />hydrologic monitoring program, and 3) an update on Colony's processed <br />shale research. <br />As our 1986 annual report indicated, we anticipated our primary 1987 <br />construction activity would be constructing a sediment basin much larger <br />than our present facility at the southern property line in order to comply <br />with an anticipated NPDES permit. Due to a revision in the Colorado <br />Department of Health interpretation of EPA's NPDES regulations, Colony no <br />longer needs to increase the settling basin capacity. Drainage improve- <br />ments in Upper Davis Gulch have therefore been selected as the 1987 <br />construction activity. This project will consist of excavating a channel <br />capable of passing the 100 year flood through the dam rockfill stockpiled <br />in Davis Gulch, and using the material produced in this excavation to i~ <br />upgrade the western end of the Dam Access Road. Surplus material, if any, <br />will be used to level and complete the Switchyard Fill southeast of the <br />plant site. <br />With respect to groundwater supply, Colony has amassed a considerable <br />amount of groundwater data since 1973. Based on review of this data, we <br />feel that any additional data requirements can be satisfied in the future ~,.~ <br />and we hope to eliminate our groundwater monitoring program for the <br />present.
