Mid-Term Review <br /> <br />Roadside and Cameo Mines <br />Introduction <br />This document presents the results of the Division's Mid-Term Review of <br />Powderhorn Coal Company's Roadside and Cameo Mines. This Mid-Term review was <br />conducted to fulfill the requirements of Rules 2.08.3, 2.06.2(9), 2.06.3(4), <br />2.06.5(3), 2.06.7(5) and 3.02.2(4) of the Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining. <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, <br />prior to its mid-term. Based on this review, for good cause shown, the <br />Division may require reasonable revision or modification of the permit <br />provisions to ensure compliance with the Act and Regulations. <br />Rules 2.06.2, 2.06.3, 2.06.5 and 2.06.7 require that experimental practices, <br />mountain top removal variances, variances from AOC, and variances from <br />contemporaneous reclamation be reviewed by the Division where applicable <br />during the mid-term review. None of these Rule designations apply to the <br />Roadside and Cameo mining operation. Rule 3.02.2(4) requires that the <br />Division review the amount of the bond and the terms of acceptance of the bond <br />every 2-1 /2 years. <br />This mid-term review consisted of a detailed review of the Roadside and <br />Cameo Mine application to identify any items that may have been overlooked <br />during the initial review. The Division also reviewed all subsequent <br />revisions and stipulation responses to ensure that all permit commitments and <br />conditions were being followed. Hydrologic monitoring data was reviewed in <br />conjunction with the review of the application to assess the adequacy of the <br />monitoring plan and discussion of hydrologic impacts. Problems and <br />observations from past inspection reports were also considered. <br />Those issues, deficiencies, conflicts, etc. identified by the Division as a <br />result of this review are noted in the following sections and require a <br />response by the operator. This response is to be made by November 1, 1990. <br />Where modifications of the permit application are necessary, these are to be <br />proposed by the operator in the form of a revision (or revisions) to the <br />permit and shall include updated Table of Contents or other indices, <br />narrative, calculations, maps, and/or exhibits in such form es to be suitable <br />for direct insertion into the permit application package when approved. <br />-1- <br />
