However, this return of avian diversity and abundance can be <br />expected if trees or tall shrubs can be reestablished creating the necessary <br />foliage height and diversity. This is especially true in Tight of ail the <br />available aspen and mountain shrub communities adjacent to the area proposed for <br />mining from which reinvasion can occur. In order for this to be accomplished, a <br />major portion of the reclamation plan is committed to the reestablishment of the <br />existing community types as explained under the mitigation section of this <br />proposal. <br />HABITAT MAPPING <br />It is suggested that the vegetation cover types within a 3 to 5 mile radius <br />of the Little Middle Creek Tract be accurately mapped to determine the relative <br />availability of vegetation types. This work was completed in 1983 at the <br />suggestion of the USFWS and CUOW to quantify the habitat preferences of radio <br />collared elk. This data is available and has been accepted by both CDOW and <br />USFWS, and has been utilized in formulating our proposed mitigation plan. <br />ENSIVE WILDLIFE BASELINE INVENTORIES <br />CYCC has submitted site specific wildlife baseline studies collected in the <br />relevant area in 19/5, 1979, and continuously since 1980. Apparently USFWS <br />believes that the data is not adequate for current considerations.
