The Division conducted bond <br />release inspections and approved the partial bond release on <br />January 3, 1993. OSM Albuquerque objected with the Division's <br />findings to approve this release. Letters between the three <br />parties failed to provide all parties a clear idea of the <br />discrepancies and the required solutions. This meeting was to <br />bring the confusions to light and determine what additional <br />information DMG and OSM require. <br />Steve Rathbun contends that DMG did not review the entire bond <br />
