Richartl D. Lamm
Governor
•
DEPARTMENT OF NATURAL RESOURCES
David H. Getches, Executive Director
MINED LAND RECLAMATION DI\
DAVID C. SHELTO N, Director
DATE: July 9, 1985
T0: Randy Price (~-~--
FROM: Jim Pendleton ~~~`" ~--~
RE: Bear Coal Co y R 's ion Request - Haulroad Widening
Pursuant to your request, I have reviewed Bear Coal's request to widen their
haulroad at the Bear No. 3 Mine. As the application recites, the section of
the road proposed to be widened "... slopes at about 1.1:1 (h:v) down to the
North Fork Gunnison River." This road is the haulroad over which all Bear
Coal's product coal is transported.
In accordance with Rule 4.03.1(3)(d)(ix) of our regulations, portions of this
outslope will exceed 0.5:1 (h:v) scope and must be the subject of an
appropriate geotechnical stability analysis. In response to our earlier
preliminary comments, the applicant's consultant engineer, Mr. Conrad H.
Parrish (Colorado PE No. 17932) of ACZ, Inc., submitted a supplemental
statement, atesting to the stability of the amended road embankment
configuration. Further, in accordance with Rule 4.03.1(d) of our regulations,
the reconstruction of the haul road will have to be inspected and certified by
an appropriately qualified registered professional engineer.
/ph
cc: Bob Liddle
Doc.
