Long <br /> Drvivnn Director <br />DATE: September 27, 2001 <br />SUBJECT: Bowie No. 2 Mine, Permit No. C-96-083, Permit Revision No. 6 <br />I have reviewed Bowie Resources Limited's (BBC's) Permit Revision No. 6 application with regard <br />to groundwater monitoring and points of compliance. I have the following adequacy comments. <br />I. BRL is proposing an increase in disturbed area to the south of the existing disturbance <br />boundary. The increase in disturbed area and change in disturbance boundary associated with the <br />proposed Unit Train Loadout area should be added to all appropriate maps and exhibits. The new <br />boundary should encompass the entire Train Loadout area and the new proposed Pond J. Exhibit <br />20 Sedimentation Control Plan shows a disturbance boundary but the disturbance boundary is not <br />explained in the legend. Please update all pertinent exhibits with an accurate depiction of [he new <br />disturbance boundary as a result of PR-06. <br />2. The additional surface disturbance associated with PR-06 would be located to the south of <br />BRI.'s existing alluvial groundwater monitoring network of wells. in accordance with Rule 4.0~. l3 <br />a point of groundwater compliance shall be located down hydraulic gradient from the affected area. <br />To ensure compliance, please provide a proposed plan for the installation and monitoring of one <br />additional alluvial groundwater monitoring well. This additional monitoring well shall be located <br />within the permit area, or other appropriate location as agreed by the Division and BBL. An <br />appropriate location for this alluvial well would be along the southern boundary of the new <br />disturbance area at a point upgradien[ from the North Fork of the Gunnison River. <br />Let me know if you require additional information concerning this review. <br />c: Sandy Brown <br />In:/coal/mpb/bowiepr6 <br />
