Box 1430 <br />Palisade, CO 81526 <br />RE: Roadside Portals (Permit No. C-1981-041j <br />Technical Revision No. 48 (TR-48) <br />Train Loadout Grading to Facilitate Use by Trucking Company <br />Dear Ms. Hammond: <br />The Division has conducted a preliminary adequacy review of the above referenced technical <br />revision application. We have one review comment, below. Please submit the requested <br />operational plan details by December 30, 2005. <br />The application indicates that cargo would be would be unloaded and temporarily stored <br />or loaded directly onto trucks. Cargo would be stored "within the unit train loadout and <br />along Haul Road #3". <br />Rule 2.05.3(3)(a) requires a description, plans, and drawings describing the location and <br />use of support facilities, sufficient to demonstrate compliance with Rule 4.04. <br />Rule 4.04 requires that support facilities be designed and maintained to protect the <br />hydrologic balance, control and minimize air pollution, prevent damage to public and <br />private property, and minimize damage or disruption of transportation and utility services <br />within the permit area. <br />Operations are also subject to compliance with Water Quality Control Division <br />requirements and permits, and Air Pollution Control Division requirements and permits. <br />Please provide a description of the materials that would be loaded, unloaded, and <br />temporarily stored, along with description and drawing delineating any storage <br />locations, and description demonstrating how the loading, hauling, and storage <br />operations would be conducted in compliance with Rule 4.04 and applicable air <br />and water quality protection permits and regulations.
