Finney Acting , Secretary of the Interior, <br />herein referred to as the "Secretary", under the provisions <br />of the act of June 17, 1902 (32 Stat., 388), and acts smenda- <br />tort' thereof or supplementary thereto, herein referred to as <br />the "Reclamation Law", THE GRAND VALLEY WATER USERS' ASSCCIP.- <br />TIGN, herein referred to ae the "Association", a corporation <br />orGnnized and existing under the laws of the State of Colo.-ado <br />and having its principal office at Grand Junction, Colorado, <br />and THE ORCHARD MESA IRRIGATION DISTRICT, herein referred to <br />ae the "District", an irrigation district organized under the <br />laws of the State of Colorado, having its office at Crand <br />Junction, Colorado, witnesseth: <br />Ex~lanatorv Recitals. <br />2. WF?.REAS, the United States is constructing and h::a <br />partially completed that ce;•tain irrigation project in Mesa <br />County, Colorado, known as the Grand Valley Project; anc'. <br />3. WHEREAS, thz District is the owner of certain irri- <br />gation aorlcs for the diversion, carriage, pumpinb and 3istri- <br />butloZ cf venter to the lands of the District, commonly known <br />as the Orchard tlesa Irrigation system, together with certain <br />water rights, rights of way, property and structures; and, <br />• -2- • <br />
