In reviewing the equipment mobilization and demobilization estimate, we noted the <br />following: <br />a. Colowyo did not include ownership costs for the equipment while it is in transport. <br />b. Revegetation equipment was not included in the estimate. <br />c. A crane for facilities demolition was not included. Based on the amount of <br />demolition, CDMG suggests mobilization of 2 cranes. <br />d. Costs for mobilization and demobilization of site maintenance equipment (dozer and <br />revegetation equipment over ten years) was not included. <br />e. The 777C haul trucks and D I ON dozers require two haul rigs for transportation. <br />Colowyo based the estimate on one rig per equipment unit. <br />Please revise the estimate to address these comments. <br />15. The light plant equipment costs on page D-28 appear to be in error. It appeazs that the unit <br />cost used is for one light plant, and not eight. Please verify the costs. <br />16. In addition to the CDMG administrative costs estimated by Colowyo, CDMG would incur <br />costs to prepare bid documents, hold pre-bid meetings, etc. Please revise the estimate to <br />include an additional 3 months CDMG time (without vehicle or per diem). <br />17. Since our 1991 estimate, CDMG has learned that our previous estimates for site maintenance <br />costs are inadequate. Our observation at a recently reclaimed large surface mine is that <br />maintenance took weeks to complete. Please revise the estimate based oo Colowyo's <br />experience with annual maintenance requirements. <br />I8. The estimate needs to include (as in the 1991 estimate) the costs of backfilling, grading, <br />topsoil redistribution and revegetation of the Section 1 l Pit until, respectively, Phase I, II and III <br />bond releases are approved. Phased release of bonds is described in Rules 3.03(2)(a) and (b). <br />Bond releases may be approved for areas that have been disturbed and subsequently backfilled <br />and graded (Phase I) and topsoiled and seeded (Phase II). We are in receipt of your letter of <br />September 24, 1997, Re: Application For Phase I Bond Release on 1987-1995 Reclaimed Areas <br />Colowyo Coal Company, L.P. (C-81-019) (Application) for Phase I bond release of this, and <br />other, areas.
