• i

To: Interested Agencies and Property Owners
From: Anne Bockenkamp, Chief, Development Review Section
Subject: Case ar12-90-C
Mobile Premix -Howe/Haller Pit
Date: April 3, 1990
The Adams County staff and the Adams County Planning Commission
have reviewed a case forwarded to you for review on January 31, 1990
called the Haller Pit. Based upon input from referral agencies and
others, we have recommended, and Mobile Premix has agreed, that
the case should be modified. Many outstanding issues were identified
which were to be addressed. Also, the mining and reclamation plans
for a previously permitted gravel pit to the south known as the Howe
Plt and belonging to Mobile Premix were to be amended to include
and be coordinated with the unpermitted 112 acres of the Haller Pit
request.
Enclosed for your review is the revised plan. We appreciate your
comments. The deadline for review is a very short one due to time
constraints on the applicant. However, should you have concerns
which cannot be addressed within the review time frame, please
contact me as soon as possible.
1. Relationship of mining/reclamation to the floodplains of the S.
Platte River and First Creek.
2. Effect of mining on the local groundwater table as it affects
adjacent shallow wells and necessary mitigation.
3. Effect of mining on significant wildlife habitat between the Bull
Seep Canal and the S. Platte River.
4. Access and haul route concerns.
5. Concerns related to creation of a dry, lined lake in the event that a
water supply for proposed reservoir cannot be obtained.
6. Phasing and time frame of the excavation/reclamation activities.
