are desirable and necessary to achieve the approved postmining land use. At this time, we will not be
requesting furilrcr seedmix modification or documentation regarding the use of introduced species.
In association with revegetation rile changes and guideline updates to be undertaken within the next yeaz
ar two, the Division plans to review appligble data and literature relevant to the issue of introduced/native
species use in coal aline revegetatlon. More definitive regulatory provisions or policy guidance may be
developed with respell to the conditions under which introduced species would or would not be considered
"desirable aad neoessary" to achieve the approved posunining land use. .
28 a) through d)-Items resolved. Note that any future suceess standard modifications would need to be
submitted as technical revisions, not minor revisions.
32. In our letter of May 19, 1999, various wncerns with acreages as listed on the renewal appliption form
were raised. We have remaining questions regartling the amended application form Page 3, submitted
with the adequacy response, fhr the application forrr4 jedera! surface acreage is listed as 10,828.71
acres, which corresponds to !oral permit acreage listed in the legal description The application form
indicates that several hundred acres of private surface are also included in the permit area, so it is
apparent that either the application form permit acreage total or the legal description is in error.
8,145.91 acres of federal mineral ownership are listed, with no state, private, or Indian mineral
ownership. Please account for all mineral ownership within the permit area on the appliption form
"Actual" and "Proposed" private surface area is listed as 320 acres. However, permitted private
surface area is listed as 751 acres; and this would appear to be an error.
Actual affected acreage should not exceed permiaed affected acreage. Sinn no additional affected
acreage is proposed under the renewal, permitted and proposed affected acreage should be the same.
Please update the form as appropriate
33. Prior to implementation of practices to entrance diversity on low diversity reclamation stands seeded in
the 19980's, a minor revision addressing specific treatment areas and practices will nced to be
submitted.
34. (New Item) Reclamation plan narrative and Table V-4 indicate that topsoil from the "D" Portal
stockpile would be used to reclaim the East Portal Ventilation Entry area and access road. However, Map
28 "Topsoil Stripping Schedule" Table was recently revised to delete reference to topsoil volume stored for
Ventilation Entry reclamation. Please clarify.
35. (New Item) We are missing page N-37 5vm our copies of the renewal update. The page we have is
dated 1199, and it is out of sequence with page N-36 (11/99), and page N-38 (8199). Please provide two
copies of the amended page.
