The reclaim system has been <br />in Somerset's plans since 1992. Technical revision no. 12 was <br />submitted by letter dated February 10, 1993, to incorporate the <br />reclaim into the permit and then subsequently withdrawn because of <br />pending design changes. <br />The estimated cost to raze the coal stockpile reclaim system is <br />currently provided for in the bond estimate. This information is <br />contained in the structural demolition item, task #50 on page 3/4. <br />The design of the system was revised so the estimated reclamation <br />cost was re-evaluated. Enclosed is a structural demolition <br />estimate that includes the new reclaim system, the non-coal waste <br />containment area and the antifreeze tank. The estimated cost to <br />raze these three items is slightly less that the previously <br />estimated cost to raze the east yard coal reclaim system. <br />Therefore, no bond increase is required as a result of this <br />technical revision application. <br />In order to relocate the new access road to the south side of the <br />conveyor two tasks must be accomplished. The first is to widen the <br />east yard in one place to provide room for the access road to the <br />south of the conveyor. The second is to elevate the conveyor to <br />provide a vehicle underpass. <br />In order to widen the east yard, a small fill will be constructed <br />where shown on drawing 5-076. Approximately 1600 cubic yards of <br />fill will be required. Since this fill is the outslope of an <br />access road, it is not considered a disturbed area in accordance <br />with Rule 4.05.2(4). <br />
