Dept of Natural Resources <br />In response to the Division's letter dated July 25, 1983, with respect <br />to the outstanding issues of concern relevant to Cotter Corporation's <br />Schwartzwalder mine permit amendment, the following information is <br />provided concerning these issues: <br />Regarding topsoil cover on the side slopes of the wastepiles at the <br />time of final reclamation, Cotter, in a meeting with Division repre- <br />sentatives on July 27, 1983, has committed to provide the equivalent <br />volume of six inches of topsoil on the side slopes of the waste piles. <br />This will be accomplished with the understanding that some waste <br />rock protrusions will occur due to the irregular surface characteristics <br />of the piles and settling of the topsoil into the pore spaces of <br />the waste rockpiles. <br />Regarding the mine adit access road, Cotter Corporation has been in <br />contact with representatives of the Jefferson County Open Spada <br />Department with respect to their need for fire access to open >pace <br />lands via this road and future commitment to maintenance of the road <br />after cessation of mining activities. This matter is being considered <br />by the Department at this time and a decision is expected in the near <br />future. Attached is a letter from Mr. Ken Foelske of the Jefferson <br />County Open Space Department which serves as documentation that, in <br />fact, this matter is under consideration by the Department at this <br />time. Once a decision has been reached by the Jefferson County Open <br />Space Department with respect to this issue, Cotter Corporation will <br />update the Division as to the formal proposed status of this access <br />road. <br />Regarding the Division's recommendations in relation to plugging of <br />the ventilation bore holes on the mine site, a revised plug de>ign <br />is attached. This revised plug configuration is designed within the <br />
