Dept of Natural Resources
In response to the Division's letter dated July 25, 1983, with respect
to the outstanding issues of concern relevant to Cotter Corporation's
Schwartzwalder mine permit amendment, the following information is
provided concerning these issues:
Regarding topsoil cover on the side slopes of the wastepiles at the
time of final reclamation, Cotter, in a meeting with Division repre-
sentatives on July 27, 1983, has committed to provide the equivalent
volume of six inches of topsoil on the side slopes of the waste piles.
This will be accomplished with the understanding that some waste
rock protrusions will occur due to the irregular surface characteristics
of the piles and settling of the topsoil into the pore spaces of
the waste rockpiles.
Regarding the mine adit access road, Cotter Corporation has been in
contact with representatives of the Jefferson County Open Spada
Department with respect to their need for fire access to open >pace
lands via this road and future commitment to maintenance of the road
after cessation of mining activities.
