Long, <br />Division Director <br />June 24, 1992 <br />Mr. Keith Herman <br />U.S. Bureau of Land Management <br />Montrose Distict <br />2505 South Townsend Avenue <br />Montrose, Colorado 81401 <br />Dear Sir or Madam: <br />Pursuant to Title 34, Article 35, Paragraph 3, of the Colorado Revised <br />Statutes, the Mined Land Reclamation Division hereby issues notice that on <br />June 22, 1992, a technical revision application for a permit to conduct coal <br />mining operations, File No. C-81-038 (TR - 019), by Cyprus Orchard Valley Coal <br />Co., P.0. Box 1299, Paonia, CO 81428, was deemed complete for the purposes of <br />filing. All reviews and comment periods as provided in the Act and <br />Regulations promulgated thereunder initiate from this day of filing. <br />The applicant proposes to incorporate Panel C into the mine plan as presented <br />on Permit No. C-81-038, Map No. 2-5. Panel C is proposed for mining utilizing <br />a partial extraction methodology designed to preclude the occurrence of <br />subsidence by preventing surface and subjacent disturbance to the overburden <br />underlying the limited extraction buffer zones established below those areas <br />previously defined as Renewable Resource Lands within the Steven's Gulch <br />drainage at overburden depths ranging from approximately 300 to 800 feet. <br />With the addition of Panel C, the applicant further proposes to undermine a <br />portion of the Steven's Gulch Road utilizing the partial extraction mining <br />technique intended to preclude the occurrence of subsidence. The lands to be <br />affected by this revision are located in Sections 13 and 14, Township 13 <br />South, Range 92 West. <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map <br />of Grey Reservoir, Colorado.
