<br />CC&VG contracted with GAI to complete a design evaluation for the <br />proposed Amendment No. 7 application modified overburden storage <br />facilities (SGOSA & AGOSA) at the Cresson project. GAI's evaluation <br />report is Appendix 5 to CC&VG's Amendment No. 7 application. Because <br />of thus extensive previous technical exchange, CC&VG and GAI are aware <br />of the Division's permit standards, technical preferences, and <br />interpretation of the regulations. In addition, extensive <br />geotechnical and hydrologic data (physical and hydrologic material <br />properties, bedrock and surficial geology, water table assumptions, <br />previous fill & slope performance, surface and ground water hydrologic <br />field data, meteorological data, and facility performance) are <br />available to CC&VG and GAI with which to perfect and verify the <br />subsequent Amendment No. e overburden storage area evaluations and <br />designs. <br />Squaw Gulch Overburden Storage Area (SGOSA) <br />CC&VG is proposing to increase the maximum overburden storage within <br />the existing SGOSA in Amendment No. 8. The overall overburden storage <br />capacity of the SGOSA will increase from approximately 129 million <br />tons to approximately 410 million tons. The approved design of the <br />SGOSA, as amended in Amendment No. 7, included a "Lower" and Upper" <br />SGOSA. This configuration was necessitated by the fact that CC&VG did <br />not own a property central to the SGOSA. CC&VG has subsequently <br />obtained the property, allowing it to coalesce the SGOSA into one <br />contiguous structure. This has facilitated the construction of a more <br />traditional structure, with more straight forward hydrologic ditch <br />facilities. <br />As currently approved under Amendment No. 7, the overall average <br />facial slopes of the reclaimed SGOSA will average 2.5 horizontal:l <br />vertical (2.SH:1V) CC&VG restates it's permit commitment within <br />Section 5.7.1.2 "Construction" on page 58 of the "Project Description", <br />included within Volume I of the Amendment No. 8 application. <br />"CC&V(G)'s grading operations typically produce a <br />combination of slopes that compliment the existing <br />topography of the area, and which achieve an overall slope <br />of 2.SH:1V. Steeper slopes between 2.OH:1V and the angle- <br />of-repose (generally 1.3H:1V) will be employed in areas <br />where necessary and appropriate to blend in with the <br />adjacent, non-disturbed terrain or serve to better emulate <br />native terrain, and when they meet the following criteria: <br />
