As you may be aware, due to <br />adverse coal market conditions and various operational factors EFMC has filed a notice of permanent <br />cessation of operations with the Colorado Division of Minerals and Geology (DMG). In order to minimize <br />the potential for adverse environmental impacts and restore the effected lands to productive postminiog use <br />EFMC proposes to reclaim all mining related site disturbance in accordance with plans presented io the <br />existing approved permit and in compliance with all applicable regulatory requirements. ~ <br />Site reclamation will include the following activities: ! <br />* Demolition and removal of all facilities except those to be retained at the request of the I 'I <br />landowner. ' <br />+ Sealing of mine portals <br />+ Full or partial elimination of highwalls <br />+ Grading of dismrbed areas to promote effective drainage end blend with the surrounding terrain <br />+ Grading of the permanent coal refuse pile to provide for long term stability end effective drainage <br />* Reestablishment of surface drainage patterns <br />+ Placement of topsoil or other suitable material on all disturbed areas <br />+ Revegatation of disturbed areas i <br />i <br />:^ch of Lhese activities are designed to protect the environment and restore effected lands to productive <br />postmining use. <br />As a surface landowner, we recognize that proposed postmining land use is important to you. For the Raton <br />Creek Mine, proposed reclamation activities are designed to restore effected lands to a postmining,land u'se <br />of rangeland for livestock grazing. The proposed use is consistent with boffi the premising use aad existing <br />land use plans and zoning designations. If the proposed postmining land use is consistent with your desire <br />and intent, please verify your approval by your signature below and return one signed copy in the enclosed <br />envelope.
