The two <br />points outlined in your letter are addressed below. <br />1) As discussed in the oripinsl revision submittal, Wyoming Fuel <br />Company ([dFC) is committed to replacing 2 feet of soil cover over <br />the disposal area once the project is completed. However, at this <br />stsge of reclsmation, the 2 feet in question c.ill be a subsoil <br />material not intended for final revepetation. This iaill allot. WFC <br />to continue to use the ares for temporary scrap storage. Final <br />reclamation of the site will be conducted during closure of the <br />mine facility and ti.ill involve topsoil replacement, revepetation <br />etc. as specified in our permit and Rule '1.15. <br />2) Topsoil was previously removed from the revision srea when the <br />temporary scrap and storsge area was developed. This topsoil will <br />be used for final reclamstion. The excess materisl which is not <br />needed to cover the fill is a subsoil msterial which is not needed <br />for finsl reclamstion. It will be handled as a fill material and <br />stockpiled next to the Golden Eagle Cosl Processing Waste Pile ;see <br />map 10). As discussed in the original revision package, this <br />material will be used for s vsriety of environmental / reclsmation <br />projects.
