The area where the substation will be placed will have the vegetation grubbed and the topsoil <br />salvaged. The topsoil will be placed in a stable location as close to the substation as practicable. <br />Map 53A will be revised to show the proposed stockpile location(s). <br />2. The 450 cubic yards of material to be excavated was a worst case estimate for placement of the <br />substation pad. Because the pad could be placed on top of the existing grade it may not be <br />necessary to remove or excavate the 450 cubic yards of material and only the topsoil would have <br />to be removed. However should it be necessary to excavate the pad so that the top of the <br />concrete pad is at grade then the subsoil will be stockpiled and stored separately from the topsoil. <br />3. The area surrounding the substation will be reseeded as soon as practicable following <br />construction. <br />4. Mountain Coal Company will provide an identification sign as required by the Division and <br />MSHA at the gate where controlled access is provided from Highway 133. Perimeter signs will <br />also be installed to identify the area affected by the substation. <br />5. Mountain Coal Company is requesting a small area exemption for this installation as the total <br />area disturbed is less than 2.0 acres. A demonstration that a sediment pond is unnecessary will be <br />forwarded to the Division upon completion. <br />6. Mountain Coal Company concurs with the Division's bond estimate, therefore no additional <br />response is required. <br />f- <br />
