Dear Mr. Stover:
The Division has reviewed the above referenced technical revision for
completeness. The revision is complete and you should publish in the local
paper as required. The Public Notice should be revised to delete the
statement that "comments must be received by the Division within
days of this publication." This date is not needed for the operators u6Tic
Notice of the request for approval.
A preliminary adequacy of the revision has also been done. The following
concerns must be addressed:
The 7510 feet elevation contour for the stream channel needs to be revised to
fit the proposed topography.
The original ditch D-9 design was based on a high center to the refuse area
splitting the drainage of the area half into D-9 and half into D-10. Un]ess
some upland area is proposed to be diverted, the major portion of the area
below the county road will drain to ditch D-9 possibly making the acreage
figures and peak flow too small. A map should be submitted showing the total
drainage area to ditch D-9. If the acreage is larger, then recalculation of
the peak flow needs to be accomplished. It should be noted that the existing
design used a curve number of 86 appropriate for refuse. The reclaimed site
should have a different curve number.
The d50 of the riprap to be used in Ditch D-9 is not specified. Also
installation techniques must be specified including depth of riprap and depth
and d50 of the underlying graded bed. The type of riprap material to be
used must also be specified.
The final configuration of the borrow area must be supplied.
