An area is eligible for Phase II <br />bond release when Phase I bond release has <br />been granted, appropriate vegetation cover <br />has been established, and erosion has been <br />demonstratively controlled. Slurco believes <br />it has met these conditions. <br />The Canadian Strip Mine is a relatively <br />small surface coal mine located <br />approximately 12 miles east of Walden, <br />-r Colorado. The permit area occupies <br />a rox' ly 155 acres in portions of <br />~- Sectio 1 0, and 11 of Township 8 North <br />and Range 78 West (Figure 1). The mine <br />was operated between 1 December 1981 and <br />28 June 1984. Reclamation of the <br />disturbance began in 1979 in the Phase I <br />area and ended in 1987 in the Phase IV <br />area. <br />Reclamation of the disturbed mine site was <br />completed in two phases. The first phase <br />involved approximately 23 acres along the <br />northern permit area boundary in Phases I to <br />III (Figure 4). Activities consisted of <br />backfilling, recontouring, redistributing <br />topsoil, seeding, and mulching. Activities included backfilling the pit, <br />recontouring, drainage corridor construction, <br />sedimentation pond construction, <br />redistributing topsoil, seeding, and <br />mulching. This phase of reclamation was <br />completed during 1987. <br />Slurco was eligible for Phase I bond release <br />upon completion of the two phases of <br />reclamation. Consequently, on 18 <br />December 1987, Slurco filed an application <br />with the DMG for Phase I bond release. <br />Release of $447,870 was granted on 22 <br />December 1988. This release reduced the <br />remaining bond amount to $298,580. <br />Up to 85 percent of the original bond for an <br />area can be released under Phase II bond <br />release. The original bond for reclaiming <br />the Canadian Strip Mine was $746,450. <br />Eighty five percent of this amount is <br />$634,482. However, 447,870 was released <br />during Phase I and $63,448 was released for <br />partial Phase II on August 1, 1991. <br />Consequently, Slurco is requesting a bond <br />release in the amount of $123,164 which _ <br />would leave $111,968. e_ ~~~ ,~ ~y~ 5'S7~`?r <br />~iif <br />The following sections provide information ~i~y/Sf <br />that Slurco believes justifies Phase II Bond <br />release for the Phase IV area of the <br />Canadian Strip Mine. The discussion <br />focuses on topsoil replacement, successful <br />establishment of vegetation on reclaimed <br />areas, and control of erosion from the <br />reclaimed areas. General information <br />required for a bond release is provided in <br />Table 1. <br />1 <br />
