was adjus(ed accordingly. Tile operator received a trucking bid from Westran a(a rate oj$4.13/cy. The
Division contacted Hyland Trucking and received an estimate oj$6.00/ton (o move the coal from (he
loadou( (o (he mine site. We revised our estimate based on the estimate prepared by Hyland Trucking.
[Note, the Division may have made an error in converting from tons to yards, since the Cost Estimate Task
15 states "Hyland Trucking estimate $8.40/cy; 1,369cy" Based on conversion of I.Scy per ton of loose
coal, an estimate of $6.00/ton would convert to $4.00/cy, or a total of $5,476.00.]
In summary, operator has probably come close enough to addressing our TR-13 adequacy concerns that we
can go ahead and approve [he revision, "locking them in" [o commitments regarding interim reclamation of
the mine site and fmal reclamation of the Loma Loadout, and it would behoove us to approve the revision
ASAP, for this reason. Operator's azgument for reducing the estimated cost of reclamation are for the most
part not valid, but one minor adjustment is warranted. Further, before we can finalize the cost estimate, we
need to determine whether coal haulage cost Item needs to be added back into the estimate, and if so, what
the correct amount should be. We need Jim Stark's input on this.
If the haulage of material from Loma to the mine site has been completed, maybe we shouldn't bother with
trying to add the cost back in to the estimate at this point. I'll make a trip out toLoma tomorrow morning
to see whether the Loadout cleanup has been completed or not.
