<br />3b. Oalvidge Energy has not applied for nor received air emission permits for the <br />Carbon Junction Mine since the original submittals. Permits issued in 1994 would be <br />for the Ewing i! 1 Pit, not the Carbon Junction Mine. As stated previously, prior to <br />initiating coal mining operations, Oakridge Energy will apply for air emission permits <br />for the Carbon Junction Mine, in accordance with the AQCD regulations. <br />3c. No further response is necessary. <br />3d. No further response is necessary. <br />6. Rule 2.04.7 Hydrology Description. <br />a) G-nund Waler. 7be first paragrap8 of Imge 413 of the approved <br />permit commits to monitoring three existing wells during the next four quarters to <br />more fu/Iy characterize ffie ground water. Which three wells are these? Did this <br />sampling get done and if so, the resu/ls should he incorporaMd into this section of die <br />permit. <br />OEI has provided all surface water and groundwater data collected during the life of the <br />mine in the 1995 Annual Hydrologic Report. This report was submitted to the Division <br />in July 1996. OEI disagrees that further hydrologic information be incorporated into <br />the baseline sections of the permit. Additional information is not baseline information <br />on which the original permit application was based, and will not be incorporated into <br />the permit where it would only confuse the record. Additional hydrologic information <br />will be incorporated into the record via submittals in the AHR or as required by <br />CDMG. <br />OEI has revised the groundwater well monitoring program to reflect sampling of <br />existing wells upgradient, mid-mine and downgradient of potential mining related <br />impacts. The monitoring program is detailed on the attached pages. <br />b) No additional response is required. <br />7. Rule 2.05.6(3) Protection of the Hydrologic Balance. <br />a) No additional response is required. <br />b) The only remaining issue of substance is the parameter list. Parameters are <br />addressed in the revised monitoring section. <br />9. Section 2.05.3(4) Ponds, Impoundments, and Diversions. <br />Issues regarding hydrologic modifications to the excess overburden pile are being <br />addressed under separate cover, in accordance with the PAR for TR06. <br />-2- <br />
