FILE N0. 82-20 <br />Staff presentation was made by Geologist, Philip Saletta, regarding an <br />amendment to the Lucky Strike Mine.. This operation is located nine miles <br />southeast of Gunnison in Gunnison County. Staff provided the Board with <br />ATTACHMENT P, map of the operation and outlined the amendment request. Staff <br />recommended approval with four stipulations: <br />1) The operator shall submit to the Division within 60 days after <br />construction a statement that the ponds were constructed as <br />designed, or submit as-built design changes signed by the <br />operator and a qualified professional. <br />2) The operator shall maintain a minimum of 2' of freeboard in <br />the cyanide tailings pond througT~the disposal of cyanide <br />tailings. <br />3) In the unlikely event that a spill occurs from the cyanide <br />tailings pond, the operator shall immediately notify the <br />Division by telephone. <br />4) The operator shall provide the Division with analyses of the <br />cyanide tailings slurry discharged, the liquid recycled (return <br />water) above the cyanide tailings and the settled cyanide tailings. <br />The operator shall analyze for total. free and weak acid <br />dissociable cyanide. The samples taken shall be composite <br />samples and shall be taken at least twice per year and <br />results submitted to the Division with the required annual report. <br />Staff further recommended adjustment of the financial warranty from 53,000 to <br />;5,000, with Board approval contingent upon final county approval since the <br />county hearing on this amendment would not be held until next week. <br />After some discussion regarding the stipulations and pending county action, it <br />was MOVED that the Board approve the amendment to the permit of Melvin <br />Gydesen, File No. 82-20, with the stipulations stated above, financial <br />warranty adjusted to 55,000, contingent upon final county approval. SECONDED <br />and PASSED by a Vote of 4 far/2 apposed (Hullinghorst and Holder). <br />FOR THE RECORD: As a guideline for giving approval to permits, etc., <br />contingent upon county approval, it was the consensus of the Board that they <br />will take that action if the county hearing is scheduled within approximately <br />one week and the operator can show good cause for the Board to take such <br />action. <br />BOARD MEMBER, Chips Barry, left the Board meeting. <br />
