J. J. Dudash - 5 - August 13 2003 <br />24. DMG -The Sedcad design for Ditch B19, on proposed page Exh-8-52, uses a drainage area of <br />2.47 acres. However, referring to proposed Map 21-1, the drainage area for Ditch 819 appears to <br />be around 1 acre in size. Please explain this apparent discrepancy. <br />BRL -The lower section of ditch B19 collects run-off from the east half of the wash plant pad and <br />cut slope. <br />25. DMG -The Division was not able to duplicate the drainage area acreages for ditches D-621 and <br />D-B24 and culvert C-B12. Please show the drainage areas on a diagram, not for insertion into the <br />permit application, for these two ditches and one culvert. <br />BRL -The enclosed 81/2" X 11"diagram titled Drainage Areas should assist the DMG in <br />identifying the drainage areas for the referenced ditches and culvert. <br />26. DMG -Maps Nos. 21-1 and 21-2 state that the scale is 1 "= 200'. However, below the compass <br />direction arrows on the two maps, the length scale is shown as being one inch long when, in fact, <br />it is one half inch long. This gives the false impression that the map was reduced by 50 percent <br />and that the real scale is 1 "= 400'. Please revise the length scale annotation on each map to read <br />that the one half inch length that is depicted represents a distance of 100 feet. <br />BRL -Enclosed are amended Map Nos. 21-1 and 21-2. <br />27. DMG - In the Sedcad design for ditch D-B7, it is stated that there is no contributing flow from other <br />ditches or culverts. However, on proposed Map No. 21-2, it appears that culverts C-B3 and C-67 <br />flow into the ditch. Please clarify. <br />BRL -The DMG is correct. Enclosed are amended pages Exh-8-29 & 40. <br />28. DMG - In the revised Sedcad ditch designs, there are no designs to show velocities in the <br />channels, freeboard and riprap sizing, if needed. Please provide these design items. <br />BRL -The V-Ditch design summary presents the flow velocity at minimum and maximum grade <br />and the depth of flow. It is noted on the bottom of the V-ditch design summary the flow depth <br />does not include 0.3 feet of freeboard. Riprap sizing, if needed, was added to the V-Ditch design <br />table. <br />29. DMG -Please add a description of the fugitive dust control measures being employed by BRL for <br />the stacker tubes and main coal stockpile. <br />BRL -Please refer to Exhibit III, Tab 10, Construction Permit No. 96DL103-7F issued July 16, <br />2002. This construction permit requires that transfer points be partially enclosed and emissions <br />from the coal stockpile to be controlled by compaction and watering. The stacker tubes provide <br />the necessary partial enclosure. BRL waters the coal stockpile and compaction is provided by the <br />track dozers working the pile. <br />Coal Washing Facilities <br />30. DMG -Please add a discussion in Section 2.05.3 on whether there will be any reject material <br />other than gob, such as chemical sludge, from the preparation plant and thickener. Include in the <br />discussion the chemistry of any chemical sludge. <br />BRL -The requested discussion was added to page 2.05-45. <br />
