• PWCC will agree to raise the density standard in concentrated
woody plant establishment areas to 1000 stems per acre, but
will continue to propose an overall standard of 250 stems per
acre.
13. Page 13-44 has been revised to include the requested
statement.
14. Page 13-44 has been revised to read "maximum".
15. See response to Comment No. 1.
16. Page 13-45, Reclamation Schedule, was revised to incorporate
the adequate soil replacement thickness terminology in the
time period column for Phase II bond release request.
17. Page 13-49 has been revised
for retaining any structures
by the Division.
to state that bonafide requests
on the property will be approved
18. Page 13-49 has been revised to state that if power poles are
to be retained as raptor perches in interior reclaimed areas,
they will not exceed more than 2 poles in 1600 feet. In
addition, the retention of these poles will be approved by the
postmine landowner and the Division.
19. Perimeter fences will remain in place during the liability
period to protect reclaimed areas. Some segments of this
perimeter fence may be removed at the request of the postmine
landowner at release of liability and disposition of lands.
Reasons may include establishment of better pasture
configuration or fencing along property lines. It is
difficult to determine at this time what segments may be
removed. It is possible that none of the perimeter fences
will be removed. The text on Page 13-49 has been revised to
reflect the above discussion and direct the reader to the
bonding section.
20. Page 13-50 has been revised to include the requested
statement.
21. Page 13-44 has been revised to clarify the statements made
regarding 4 spoil piles.
22. According to Dan Grove of Caterpillar, topsoil of this type
could be expected to swell in the range of 25 to 35 percent.
PWCC used the high end of the swell for estimation purposes.
The in-place density of the material in the stockpile was
measured at 2518 lbs/cy. This material could be assumed to be
compacted to 90 percent density. Dividing 2518 by .90 = 2800
lbs/BCY. To convert this back to LCY, take 2800 _ 1.35 (that
• is 1 + swell) = 2075 lbs/LCY. Table 13-2-6 has been revised
to incorporate these calculations.
7
