9. The entry of Medicaao sativa in Seed Mix No. 3 should read <br />Medicaao falcata with a recommended variety of Travois. Seed <br />Mix No. 3 has been revised accordingly. <br />10. Exhibit 13-1 illustrates the primary areas within which <br />concentrated woody plantings will be distributed. This <br />exhibit is intended not only as a source of information for <br />the Division's use in evaluating the reclamation plan and <br />successful reclamation, but also as a guide for the <br />reclamation supervisor to use in implementing revegetation <br />activities. On Page 38 of Tab 13 under Woodv Plant Density, <br />it is stated that 5 percent of the reclaimed area will have <br />the higher density of 750 stems per acre (to be revised to <br />1000 stems per acre). This represents the concentrated shrub <br />planting areas. It is not known what the final reclaimed <br />acreage will be at this time, and thus a percentage value was <br />used to arrive at an approximate estimate. The final <br />reclaimed acreage falling under the current regulatory <br />requirements should be somewhere in the neighborhood of 1500 <br />acres. Concentrated shrub planting areas will cover t75 <br />acres, assuming that approximately 1500 acres will be <br />reclaimed. The current language in Tab 13 on Pages 22 and 38 <br />will be clarified; however, the basis of "five percent of the <br />reclaimed area" will be retained for concentrated planting <br />areas. PWCC establishes specific woody planting areas which <br />are surveyed and tracked. These areas are also reported in <br />the annual reclamation reports submitted to the Division. <br />Acreages and planted densities are then available to both the <br />Division and PWCC on an annual basis. PWCC will use this <br />information, plus site monitoring data, to ensure that <br />sufficient effort is being maintained to achieve the woody <br />plant density goals for concentrated plantings. <br />11. The specification of 200 lbs/acre of 18-46-0 fertilizer has <br />been a fairly standard recommended rate for general <br />reclamation situations. At this rate, a relatively low level <br />of nitrogen (36 lbs/acre) is applied. PWCC generally does not <br />apply fertilizer on reclaimed areas because existing fertility <br />levels in topsoil are adequate. PWCC is also aware of <br />increased weed problems with nitrogen applications. The 18- <br />46-0 rate was intended to apply only to situations where the <br />plant growth medium had little or no inherent fertility. Page <br />27 of Tab 13 has been modified to say that any fertilizer <br />applications will be based on fertility analysis. <br />12. The Division, and in particular the CDOW, provided no <br />technical basis for requirement of a 1000 stem/acre woody <br />standard. PWCC's proposed standard and plan was not discussed <br />in relation to information presented on page 22, pages 38 to <br />40, and Exhibit 13-1 of revised Tab 13.
