Revised reclamation cost Worksheet TS-1 was prepared after <br />estimating the amount of soil to be contained in stockpiles at <br />the end of Year 1994 when reclamation liabilities are highest <br />within the five-year permit term (1992-1996). The soil <br />thickness figure presented in Worksheet TS-1 will often be <br />different than that estimated soil thickness values included <br />with soil balances for five-year mining blocks or life-of-mine •. <br />disturbance areas. <br />The Division references the 1979 soil balance figures included <br />on Page 9-7 from the original Seneca II soil survey and life- <br />of-mine soil balance. The soil balance for Seneca II Mine has <br />been recalculated at least ten times since 1979 for Permit <br />Renewal No. 1 (Attachment 9-4), 008 Sediment Pond (Attachment <br />9-5), East Wadge Extension Area (Attachment 9-7), North Wadge <br />Deadhead (Attachment 9-8), the 1987, 1988, and 1989 Topsoil <br />and Spoil Monitoring Reports, and the 1990, 1991, and 1992 <br />Annual Reclamation Reports. In most instances, the soil <br />balance information from the latest submittal replaces the <br />previous information. Life-of-mine soil balances calculated <br />since 1986 (Permit Renewal No. 1) all specify a soil <br />replacement thickness of 1.0 feet (Pages 9-18, 9-37, 9-46a, <br />and 9-8-6). Page 9-7 is maintained in its original form for <br />historical reference only. An Executive Summary and Master <br />Index has been added to Tab 9 to clarify this situation. <br />• <br />• <br />13 <br />
