The Division requested amended text and map references in Section 4.15.8 narrative, <br />which was provided. Response Accented. <br />34. a) The Division requested that Colowyo consider designating the existing sagebrush <br />reference area as the sole reference area applicable to the South Taylor project <br />azea, pursuant to Rule 4.15.7(3)(b)(iii), and provide appropriate text amendments. <br />With certain relatively minor exceptions discussed under Items 27 and 31, above, <br />the text was appropriately amended. Response Accented. <br />b) The Division requested cover and production summary tables and transect data <br />tables for the 2005 big sagebrush and mountain shrub reference azea samples, for <br />inclusion in the application. The requested information was provided in Tables <br />2.04.10-28 through 2.04.10-32. Response Accepted. <br />c) The Division requested clarification as to whether particulaz C-SRA reference <br />area species and life form composition values listed in the text of Section 2.04.10 <br />are from the 2005 sample data, or another specified data set. The text was <br />properly amended. Resnonse Accepted. <br />d) The Division requested that Figure 2.04.10-9 be amended to correct an appazent <br />error. The figure was properly amended. Response Accepted. <br />35. The Division requested that Colowyo include a specific commitment to submittal of a <br />technical revision application addressing revision of the current species diversity standard <br />within the appropriate narrative section(s) of the PR-2 application. Colowyo added <br />language to Section 4.15.8 of the application, indicating that a revised species diversity <br />standard will be addressed in the context of a comprehensive revegetation plan revision <br />to be submitted by Colowyo, following approval of PR-2. <br />The Division's understanding, based on discussion and correspondence with Colowyo, is <br />that a complete technical revision application addressing comprehensive changes to the <br />current revegetation plan, soil handling practices, and diversity standards for Colowyo <br />Mine will be submitted no later than March 15, 2008. The purpose of the revision will be <br />to implement changes reflecting the current state of the reclamation art for enhancement <br />of vegetative diversity, and to ensure that revegetation plans and success criteria reflect <br />proper consideration and accommodation of wildlife habitat needs (with <br />consultation approval of Division of Wildlife), as well as proper accommodation of <br />livestock grazing needs and soil stabilization. The comprehensive revision will, address <br />reclamation operations in the original permit azea as well as the South Taylor revision <br />area. It is likely that standards to be established for species diversity and woody plant <br />density for future reclamation will differ from standadds established for previously <br />reclaimed areas. <br />
