Cattany <br />Division Director <br />Natural Resource Trustee <br />DATE: April 11, 2007 <br />TO: Jim Stark <br />FROM: Dan Mathews <br />RE: Review of Adequacy Submittal, PR-02 Colowyo Mine (Permit No. C-81-019) <br />Below are my itemized review comments pursuant to Colowyo's responses <br />to our 3/23/07 adequacy letter for PR-02. Faron Compton of Walsh Associates delivered a <br />packet to me on April 2, which included "Comment Response Submittal, PR-02 Second <br />Adequacy Letter", and various amended text sections, tables, figures, exhibits, and maps. The <br />response letter was dated Apri12, 2007. Additional soils data and tables were delivered to me on <br />the afternoon of Apri15. Comments here are limited to those review items that originated with <br />my review memo of March 12, 2007. I did not reiterate the full adequacy comments or <br />Colowyo's full responses here, I just provided my review comment based on the operator <br />response and associated amended materials. I tried to write the comments so that they can be <br />directly inserted into an adequacy letter. <br />Let me know if you have any questions. Note that there are Excel spreadsheet "Topsoil Block" <br />tables associated with Comment No. 17 that should be attached to this memorandum, and to the <br />adequacy letter that you prepare. <br />Rule 2.04.6 Geology Description <br />10. Operator's response indicates that Table 2.04.6-2 will be retained within the PR-2 <br />application, as requested, and references text changes in Section 2.05.3(1) of the revision <br />application, and amended page 2.05-8 of the current permit package Volume 1. <br />Amendments to page 2.05-8 of the current permit package Volume 1 reduce the list of <br />overburden monitoring parameters from 6 parameters down to 3 parameters (pH, <br />electrical conductivity, and sodium adsorption ratio). A partial explanation and <br />justification for this change is provided on amended pages R2-92 through R2-94 of the <br />Office of Office of <br />Mined Land Reclamation Denver Grand Junction Durango Active and Inactive Mines <br />
