"Pacific Basin Resources must submit a mine <br />plan change to, and receive approval from, all applicable state and <br />federal agencies before pulling pillars from the B seam underneath <br />any unmined C seam areas with less than 1,500 feet of cover within <br />Federal Coal Lease COC-53510." <br />In my November 6, 1996 response to the Proposed Decision, it was <br />noted the mine plan showed pulling pillars from the B Seam <br />underneath unmined C seam areas with less than 1,500 feet of cover <br />within Federal Coal Lease COC-53510, and that approval of the mine <br />plan change would meet the requirements of Stipulation Number 14. <br />On November 7, 1996, the BLM issued the R2P2 Review for <br />Modification of Federal Coal Lease COC-53510 to the Office of <br />Surface Mining, cc'd to the Colorado Division of Minerals and <br />Geology. Also on March 16, 1993, the BLM issued an Approval for <br />Change in Mine Plan which revises part of the R2P2 for Federal Coal <br />Lease COC-53510, following discontinuance of mining in the C seam. <br />Although the Proposed Decision and Findings of Compliance for <br />Permit Revision Number 3, was modified and re-issued on November <br />14, 1996 in response to my comments on other parts of the Proposed <br />Decision, Stipulation Number 14 was still stated as pending. <br />P O.
