This meeting followed <br />an initial meeting on this subject held June 23, 1987. This letter summarizes <br />the contents of the discussions to date. <br />A question arose in the June meeting whether the current regulations would <br />allow for the use of alternate sediment controls (ASC) at the 9ourg Mine. <br />Following discussion with the Attorney General's office, the Division has <br />determined that the definition of "other treatment facilities" contained in <br />Rule 4.05 concerning protection of the hydrologic balance and performance <br />standards would allow consideration of treatment facilities other than <br />sediment ponds for control of suspended solids. <br />Based on the conclusion that a proposal for ASC could be considered prior to <br />any rule changes in the area, the discussion at the July meeting progressed to <br />the technical aspects to be considered in a proposal. John D. Stednick, <br />consultant for Walden Coal Company, described the elements to be included in <br />developing an ASC plan for the Bourg Mine. The method would use the Modified <br />Universal Soil Loss Equation and delivery ratios to estimate soil loss within <br />the permit area which would be represented as mapping units. Areas at <br />different stages of reclamation would be evaluated in the baseline data <br />collected. Soils would be observed to interpret erosion or deposition <br />status. The results of the baseline survey would be used to develop the plan <br />for implementing sediment control.
