Long <br />Division Director <br />Gunnison, CO 81230 <br />Re: Rozman Pit,/P/erniit No. M-1981-014, Routine Bond Review, Notice of Bond Increasev <br />Dear Mr. Stewart, <br />It has been six years since the bond amount for the Rozman Pit was last reviewed in detail I have just finished a <br />revised reclamation cost estimate, and find that a significant increase is indicated by the new figures. These new <br />figures arc in the attached packet for your use. In the paragraphs below are a few notes of explanation about dle <br />figures. <br />The site is approved for up to 40 acres of disturbance, with activities approved to occur concurrently in two <br />different phases. Presently the operation is affecting Phase IA and IB, and it appears that activity [here will <br />continue for several more years. Therefore, I based highwall grading volumes on the post-mining topography of <br />those two phases. The slope gradient during mining averages about I.J: 1, and it is to be reduced to 3:1 for <br />reclamation. All gradients allow for equipment access to all areas. <br />Topsoil depths vary on the site, according to the file, from 0 to 8 inches. The approved plan requires an average of <br />4 inches of topsoil to be replaced. Stockpiled topsoil is approved to be stored along the permit boundary or margins <br />of the active phase. Topsoil replacement on the slopes involves simply pushing it down on the graded slopes. <br />Topsoil replacement on the floor involves the extra step of hauling it from the perimeter stockpiles to the floor areas <br />by scraper before spreading it evenly by dozer. <br />The permit restricts activity in proximity to the Slate River. All mining activity is away from the river corridor, as <br />well as reclamation activity. With no unsuitable gradients or wet areas, it is appropriate that the entire site may be <br />seeded, mulched and fertilized by tractor. <br />The new reclamation cost figure is $108,086, which represents an increase of $60,817 above the existing bond of <br />$47,269. The enclosed packet is arranged with a summan sheet first showing all task costs, followed by the <br />individual task sheets, and the equipment production and rental Sgures last. <br />Please note that State law allows for the periodic recalculation of bond amounts. If the recalculation indicates that a <br />shortfall in the bond exists, the operator must provide [he required increase in bond within 60 days after <br />notification. This letter constitutes your notice that the bond amount will increase. <br />Please review these figures and contact me promptly if you notice any errors or omissions. Regardless of how our <br />discussions influence the final bond amount, any increase must be received by the Division no later than 60 days <br />from the date of this letter. I will be happy to discuss any questions you have about these figures. <br />
