SHELTO N, Director <br />October 30, 1986 <br />Mr. Greg Lewicki <br />Panorama Resource Service, Inc. <br />909 17th Street, Suite 515 <br />Denver, Colorado 80202 <br />Re: Meeker Area Mines, Outstanding Issues, File No. C-81-032 <br />Dear Mr. Lewicki: <br />I am writing this letter in confirmation of our conversation of <br />Ocotober 28, 1986. As we discussed, the following issues are currently <br />outstanding for the Meeker Area Mines: <br />Noxious Weeds - The Division and Northern Coal have been informed by <br />the Rio Blanco County Weed Association that a leafy sunge problem <br />exists on portions of the permit area. In compliance with the approved <br />reclamation plan, Northern Coal was advised by the Division to contact <br />the Weed Association and thereafter implement a weed control plan based <br />on the Association's recommendations. Northern Coal should inform the <br />Division of the agreed to course of action prior to implementing the <br />plan. <br />2. Bond - Upon review of the current bond document, the Division has <br />discovered that cetain language required by Rules 3.02.4(2)(b)(v)(A & <br />B) must be included to bring the document into compliance. Northern <br />Coal should contact Seaboard Surety Company and request a rider which <br />includes this language. A copy of the required language is included. <br />Rill and Gully Plan - In October, 1985, Northern Coal submitted a rill <br />and gully plan which was subsequently reviewed by the Division. <br />However, records indicate that this plan was never finalized. As <br />reclamation has been completed at the mines, it is important that <br />Northern has an approved rill and gully plan in effect. Enclosed are <br />the original submittal and the Division's comments. Northern Coal <br />should incorporate these comments and submit the plan (with revised <br />pages) as a minor revision. <br />'~ Mid-Terniā¢Revie'w'- The mid-term review for the Meeker Area Mines will be <br />performed in 1987 (due date July, 1987). As we discussed, the Division <br />may require some rewriting of Volume I to clarify the operations plan. <br />Additional work, such as incorporation of all approved revisions into <br />the permit, may also be required. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
