'The Division has the following comments that need to be addressed prior to approval <br />of the revision. <br />Seneca states that a 1.8 acre azea will be used as a livestock loading/unloading area. <br />Seneca proposes to place 4 inches of topsoil in this azea. If the azea is currently being <br />used for loading cattle, there is no point in placing topsoil in that azea. The Division can <br />approve a variance from topsoil in the livestock loading/unloading azea because it is <br />consistent with the postmining land use of livestock grazing. Please revise the map and <br />permit text accordingly. <br />The 19.5 acre light-use road leading down to Pond 004 should be labeled on the map with <br />the acreage and topsoil depth replaced. Please revise the map and permit text <br />accordingly. <br />2. The Division did not mean to suggest that Seneca replace topsoil to the nearest tenth of <br />an inch. Rather, the Division was implying that due to the rounding error, there appeazed <br />to be an excess of 10.6 acre/feet of topsoil that could be placed elsewhere on site. The <br />Division agrees that it will be difficult for Seneca to replace exactly to the tenth of an <br />inch for all areas. Precision down to inches or tenth of a Foot would make more sense. <br />3. Seneca states that the entire shop/facilities/boneyards will be the last to be reclaimed. <br />The acreage, associated topsoil depth and volume of material available should be <br />depicted on the map. <br />
