03/19/2001 17:53 71957609 <br />MOUNTAINDALE C~RD. <br />I would like to rate that when I went down to Fremont County to copy a map of the <br />quarry expansion I was not abk to do so. This trap contained general information that I <br />wanted to have atmlyoed by mY hydrobgist aad the Fremont County cleric would rat <br />elbw me to teJce it out of the office to copy. The county's copy machine was not large <br />emugh to handle the document. In this case, public access to intportarrt informosiion <br />oonoerning this amendment application was denied and unavailable es is rogttired. <br />Red Canyon Quarry al9o trust be in compliance with their Conditional Use Pettus before <br />their amendment application can be granted and of this writing a violation of their <br />Conditional Cfse permit is pending. I have submitted 3 recent complaints to the Fremont <br />Coonly Plaming end Zoning Department that oversees compliance with Red Crayon <br />Quarry's (CCP). These complaints are in regard to the reporting of Satuday trucking that <br />occtus st the quarry. I complained that in September 2000 Mr. Stack reported that there <br />were only 2 ftatiuday trucking days when in fact there were 4 days that trucks hsubd out <br />of the quarry. Mr. Stack responded that there was an administrative error a~ that these <br />were indeed 4 Saturday truckutg days in September 2000. I have also compmined that ;n <br />October of 20(10 Mr. Stack reported that there was only 1 Saturday trucking day m <br />October while I videotaped, with National Public Radio Saturday Weeke~ Edition on in <br />the background, 2 Saturdays that trucks hauled out of Red Canyon Quarry. Mr. Suck <br />responded that there was only 1 Saturday that trucks battled in October. I have also Skd <br />anther corty~laint that Mr. Stack reported that there was no Snttuday ttuclting days in <br />January 2001.. I videotaped trucks agaiq with National Public Raidio Saturday Weekerd <br />Edition on in. the background, hautiutg from the quarry on I Saturday in Jetrttary 2001. <br />I also object to the expansion o£this quazry because the extension oftbe proposod'Tsloe <br />avoidmce Arass° would potentially result in a taking ofthe Mexican Spotted Owl (Strht <br />occidentalis lucida) a species under the Endangered Species Act. Terry Ireland (FWS) <br />drew a boundary line where quarrying could take place without owl monitoring and <br />without obtaining an incidental take permit and the preparation of a hab8et corteervadon <br />pha (FICP).
