Long <br />D iv is~on Dveclor <br />Re: Adequacy Review, Technical Revision TR-016, San Luis Project, <br />File No. M-88-112 <br />Dear Ms. Scott: <br />The Division has completed a review of the above referenced <br />revision for adequacy under the Mined Land Reclamation Act, and has <br />identified the following concerns. <br />The letter report included with the TR-016 submittal concludes by <br />stating: <br />We trust that this issue and the other lingering concerns <br />expressed by the Division have been fully addressed by the <br />discussions presented or will be as on-going tests and <br />evaluations are completed. <br />Also, in a letter dated December 22, 1993, BMRI suggested that the <br />Division employ the third party engineer, Water, Waste and Land <br />(WWL) to assist with the review of TR-016. Both the Division and <br />WWL have determined that the results of the on-going tests and <br />evaluations are necessary review items for a decision to be made on <br />TR-016 (verbal communication from Clint Strachen, WWL, 12/22/93). <br />Results of permeability testing of the soil liner materials and <br />drainage blanket materials referred to in the TR-016 letter report <br />are needed to make a complete evaluation of the ability of the <br />impoundment to limit the potential for environmental impact. BMRI <br />must provide the results of the on-going tests and evaluations <br />prior to the decision date for TR-016, or, alternatively, submit a <br />written request for decision date extension. Failure to complete <br />one or the other alternatives would result in denial of TR-016 <br />based on inadequate information to issue approval. <br />The Division understands that BMRI plans and schedules have been <br />predicated on a January 4, 1993 decision date for TR-016, and is <br />prepared to provide a determination on the need for tailings <br />piezometers given that the timing for piezometer installation is <br />critical. <br />III IIIIIIIIIIIII III • <br />The Division will require that tailings piezometers be installed as <br />
