999 <br />APPLICATION FOR AMENDMENT OF 112 PERMIT NUMBER M-84-041 <br />EXHIBIT E - RECLAMATION PLAN <br />I INTRODUCTION <br />Due to the nature of the mining system that will be used on the <br />new mine site, the active area will be a large flat surface <br />instead of "highwall" quarry faces. Reclamation of this surface <br />will begin as soon as a portion of it is excavated to the bottom <br />of the ore body. The exceptions to this are the "stair-cut" <br />slopes which will be created on the north and east sides of the <br />mine. These slopes will be reclaimed as close to the active mine <br />surface as possible without causing contamination of the ore. <br />Reclamation of the waste rock dump area will be started as soon as <br />final fill surfaces are achieved. <br />Reclamation of areas of previous mining and storage activities <br />will be started during the construction season of 1990 and <br />continue through 1991 and 1992 with anticipated completion by <br />1993. <br />An attempt will be made to use stabilized sewage treatment plant <br />sludge from the Upper Eagle Valley Sanitation District on the <br />relatively horizontal reclamed surfaces for moisture retention and <br />fertilizer. There is currently a ban on the use of stabilized <br />sludge on BLM lands and therefore, it can not be used until these <br />restrictions are lifted. It is anticioated that the use of the <br />sludge will be allowed after regulations regarding its use have <br />been formulated. <br />In the course of clearing areas for mining and associated <br />activities, some wood products must be removed. These consist <br />mostly of pinon and juniper trees. These trees must be purchased <br />from BLM following which they will be removed and stockpiled. <br />Wood from these trees will be cut up for fire wood, and any <br />remaining, along with the slash from the cut up trees will be <br />stockpiled around the base of overburden-topsoil stockpiles for <br />replacement on reclaimed surfaces. <br />In areas where the vegetation consists of sagebrush and other <br />shrubs, such as in area (I), this material will be removed along <br />with the overburden-topsoil and placed in the same stockpile for <br />eventual replacement in reclamation. Some of this brush on the <br />surface of the stockpile will continue to grow and assist in <br />stabilization of the stockpile, while the rest will increase the <br />organic content of the material. <br />-1- <br />JEROME F.
