Lang <br />Division Dueaor <br />I have completed my review of the materials received by the Division February 20, 2001 <br />submitted as responses to our questions under PR-04 for the Bowie No. 2 Mine operated by <br />Bowie Resources Limited. My review focused on questions #1-#4. <br />MY original question and all subsequent responses are as follows. <br />The operator mentions potential mining-induced seismicity. How will this impact be <br />measured or monitored diming operations? <br />BRL Response <br />I assume the question relates to the Terror Creek reservoir. BRL made the following <br />commitment on page 2.05-109: A detailed subsidence study for Terror Creek Reservoir <br />and dam will be completed prior to any mining within a one mile radius of the reservoir. <br />The study will establish baseline conditions, potential mining induced seismicity, and <br />potential translated effects. BRL has not yet prepared a seismic monitoring plan. The <br />current mine plan projects mining within one mile of TCR during the first quarter of <br />2003. <br />DMG response <br />BRL indeed has a text commitment [o complete a study. However, I don't see that this <br />complies with Rule 2.05.6(6) as far as knowing the worst possible consequences of <br />mining and presenting a subsidence control plan for the same. I think we cannot approve <br />of the mining solely on the basis of the operator committing to do a future study. What if <br />the study indicates negative or disastrous consequences? If the revision were already <br />approved, it would seem that we granted approval [o mine without adequate information. <br />Either BRL should complete the study and present a subsidence control plan, if necessary, <br />prior to mining and permit revision approval, or mining within the one mile area must be <br />
