Missing hydrologic monitoring data. The Division has compared the monitoring data <br />contained in the report to the monitoring requirements in Trapper's permit (Section 4.8.S.la for surface <br />water and Section 4.8.5.2a for groundwater). Table I, below, lists specific monitoring data not found in <br />the report which are required by the permit. The Division would expect one-time omissions of these data <br />not to hinder the monitoring program, but requests an explanation for these omissions in order to evaluate <br />the effectiveness of the overall monitoring procedures. <br />Response 2.) Two factors contributed to the omission of List A-3 metals at outfalls 013, 015, and 017. <br />Fall '97 sampling at these outfalls occurred in response to a significant rainfall event which produced <br />discharge for the first time in several months from these sites. The discharge occurred for only a short <br />time. As a consequence, at the time Fall '97 samples were collected, the emphasis was on compliance <br />with the NPDES permit requirements at Trapper. Samples for List A-3 parameters were overlooked due <br />to a change in personnel contributing to a lack of awareness of the additional sample requirements at the <br />time. Trapper has since modified its surface water data collection sheets to better track sampling <br />requirement status ar each site and has reemphasized the practice of collecting appropriate samples as <br />early as possible in the monitoring period be it monthly, quarterly, or semi-annually. <br />Fall water level measurement omissions at wells GB-1, GB-2, and GB-5 occurred due to the fall sampling <br />cycle being interrupted by inclement weather causing the contractor to leave the site and return at a later <br />date to finish the work. The wells were simply forgotten during this process. 'These omissions were <br />addressed in the Annual Hydrology Report on page 1-2. <br />The remaining data omissions noted occurred as a result of changing labs during the year which in turn <br />resulted in a changed data reporting format. Data is available for these omissions and will be included in <br />the 1998 Annual Hydrology Report. <br />Comment 4.) TDS discussion: Pre-mining vs. post-mining, page 6-6, 2"" paragraph.
