Memo - Cathy Begej - 3 -
Ref. Area Data
Alkali Sagebrush
January 24, 1990
Bia Sagebrush
1979 Production 188.4 501.1
1980 Production 108.1 342.9
1979 Cover 36.7 60.5
1980 Cover 36.5 59.0
Reference and Re vegetated Area Comparison
Page 2.04-1 of the 1986 Permit Renewal Application states "WFC proposes
to use reference areas to evaluate the success of reveaetation. The big
sagebrush and alkali sagebrush reference areas are shown on Figure 1F of
Appendix F and Figure 2 of the original application. However WFC will
only utilize the big sagebrush community for reveaetation success as the
alkali sagebrush was not disturbed." Please revise the Dermit
application to appropriately reflect this last sentence.
1987 Seed Mix
Exhibit 3 of the 1987 Permit Renewal Application which identifies the
seed mix used on the 1987 reclaimed area should be incorporated and
identified as the presently approved permanent seed mix.
As cover and production are the only vegetation parameters that involve
reference area comparison, it is to our advantage that the Alkali
Sagebrush reference area not be included when re vegetation success is
verified .
Vegetation Monitoring Plan
The main body of the permit application does not contain reference to a
vegetation monitoring plan that is required in compliance with
Rule 4.15.1(4). Various items of correspondence address a plan. These
items include: 1) Addendum 2: 2) a letter dated 12/30/81 from
David Stout to Richard Domingue which is located in the communications
section of the application; 3) a letter dated 2/2/82 from David Stout to
Steve Manner of OSM; and 4) an enclosure delineating "responses to
comments regarding fish and wildlife impacts" (cover letter dated
August 19, 1981). A search of our files did not produce the vegetation
data that WFC committed to submitting. Please revise the permit
application to include a monitoring plan which incorporates all
commitments which were made in the above referenced sources. Also,
please submit all vegetation data which was collected in compliance with
WFC commitments.
