The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This inspection was conducted by Tony Waldron and Ken 7homan of Mined Land <br />Reclamation Division on November 6, 1987. No operator was in attendance. <br />The weather was cold, windy and overcast with light snow flurries. <br />The primary purpose of the inspection was to collect soil depth information on <br />areas that have been regraded and topsoil ed. It is expected that this data <br />will be used to determine, in part, whether Phase II bond release can be <br />considered at the time it is requested by the operator. To determine the soil <br />depth a sharpshooter shovel was used. The holes were dug deep enough to <br />determine the soil/spoil interface which was noted by a color and texture <br />change. The sampling intensity was approximately 1 sample per five acres with <br />sampling sites chosen at random. A total of 20 sites were selected over a 65 <br />acre area. <br />Results of the investigation are indicated on Map 1 and are tabulated in Table <br />1 (attached). The soil redistribution plan for this mine calls for <br />reapplication of 18-24 inches of topsoil on average. However, not all the <br />areas proposed to be disturbed were disturbed which could have affected the <br />amount of topsoil available for redistribution. The average depth was 11.3 <br />inches. <br />Four composite soil samples, see Table 1, were also taken at random to check <br />for Salinity and Sodicity Hazards. The samples were taken to ACZ Bookcliffs <br />Laboratory and results will be forwarded to the operator when received. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
