Specific area; <br />which need to be addressed include, but are not limited to; <br />a. Revise the structures/facilities list and associated maps to include all of the <br />existing structures. Include all dimensions and type of building material, ie wood, <br />steel, foundation etc. <br />b. Update the worst case scenario for earthwork disturbance to include maximum <br />size of each waste/refuse pile, volumes of topsoil and fill material on hand for <br />reclamation, borrow areas, and portal reclamation methods. <br />c. Update the costs and production figures used in the final bond calculation. <br />Rule 4.03 Roads <br />33. In general, the vertical alignment of all roads are difficult to ascertain due to the poor <br />quality of the reproduced topographic maps. Hither submit vertical alignment maps for eadl <br />road system, or if available, submit the roads map in electronic form, such as AutoCad, <br />Survcadd, Quicksurf, etc ,with polylines that have associated elevations. <br />a. The access road to the RDA appears to not conform to rule 4.03.2(3)(a) vertical <br />alignment. <br />b. The light use road (De-Icer road at RDA conveyor) appears to exceed the vertical <br />restrictions of Rule 4.03.3(3)(a). <br />c. The same comment applies to the access/light duty roads above the hoist house, and <br />the road leading to the water tanks south of the industrial building. <br />d. Although the Division has received a letter from the operator stating that all roads <br />conform to the requirements of the recently changed rule, it would behoove the <br />operator to reinspect the roads listed above and verify the vertical alignments. <br />Rule 4.10 Coal Mine Waste Banks <br />34. Section 2.05.3, pages 264 need to be revised to delete dated material, such as paragraph <br />3 page 33 "A slope stability analysis was completed based on assumed parameters. When <br />representative refuse material...". A study by CTL/Thompsonfor the RDA was performed <br />and this information should be used in the permit section. <br />-11- <br />
