Cripple Creek 8 Victor Gold Mining Company Traffic Study <br />Since new employees will work mainly production or process, we could expect that about 1!2 <br />of them will work day shift, and that the other 1/2 will work the night shift. Taking shift work <br />and location assignments into account, the new employment is expected to result in 16 new <br />arriving vehicles and 16 new departing vehicles at shift changes at the Ironclad access. The <br />Carlton access can be expected to experience about 10 new arrivals and 10 new departures <br />at each shift change. <br />Delivery of Operating Supplies <br />Growth in mine production will lead to growth in delivery of operating supplies. Increasing <br />mine production is expected to increase the shipments (and associated truck trips) of such <br />items as diesel fuel, lime, ammonium nitrate grill, blasting emulsion, bulk tubes, and large <br />tires. While it is estimated that about 2,400 truck trips were associated with 1999 <br />commodities usage at the mine, increased production under Amendment No. 8 could result <br />with an annual total of about 3,600 truck trips by the year 2003. <br />On a daily average basis, the increased production will increase truck traffic to the mine from <br />about 6.6 trucks/day in 1999, to a potential of about 10 trucks/day in 2003. It is not expected <br />that the additional 3-4 truck trips per day will have a significant or even measurable impact to <br />area roadway and intersection capacity or safety. <br />Delivery, Mobilization /Demobilization for Major Component Construction <br />The proposed expansion and increase in production under Amendment No. 8 will generate <br />truck and vehicle traffic associated with mobilization /demobilization activities and for <br />delivery of major components. CCBV has provided mobilization and major component or <br />• material delivery estimates for anticipated construction activities associated with: <br />• Crusher Facility <br />• Truck Shop /Fuel Depot /Water Tank <br />• ADR & Ancillary Facilities <br />• Phase IV VLF -Stage 1 <br />• Phase IV VLF -Stage 2 <br />Details of mobilization and equipment delivery for each activity are contained in the appendix <br />to this study as a table which shows total trips expected should all activities run concurrently. <br />Although very unlikely, should all of these activities start simultaneously, and should Stage 1 <br />B 2 of the Phase IV VLF construction run concurrently, it is theoretically possible to realize a <br />maximum of 106 truck deliveries in the highest month. Over the course of the highest month, <br />106 truck trips amounts to less than four (4) trucks per day to the mine, a relatively <br />insignificant impact. <br />Truck traffic associated with mobilization and major component delivery will likely result in 1- <br />3trucks per day or less. Mobilization traffic will not have a significant impact to capacity or <br />safety to area roadways and highways. <br />Visitor Trips <br />CCBV is an active mine and is not subject to significant unanticipated visitor trips. Visitors <br />are usually scheduled and must use the Carlton Security access location before entering <br />mine property. The increased mining production and employment proposed under <br />Amendment No. 8 are not expected to increase the magnitude or frequency of unanticipated <br />• visitor trips. <br />TranSystems Corporation -March 7, 2000 Page 5 <br />
