Cripple Creek 8 Victor Gold Mining Company Traffic Study <br />• FUTURE TRAFFIC PROJECTIONS 8 OPERATING CONDITIONS <br />Future Daily Traffic Volume <br />Growth of daily traffic volume on area roads is closely tied to the growth of the local area and <br />its economy. Area traffic and historic and projected growth trends were examined in some <br />detail in the Southeast Teller County Planning Initiative study. In that study, TranSystems <br />Corporation examined pre and post gaming trends and growth projections for the local <br />population and housing. The Colorado Department of Transportation also maintains 20-year <br />growth factors for state highways that were also considered. <br />Based on the data gathered for the Southeast Teller County Planning Initiative study, a <br />growth factor of 1.4 was used for this study to estimate the daily traffic volume fora 20-year <br />horizon. This factor was also used to estimate near term growth. This growth factor <br />translates to an annual growth of just less than 2% per year. <br />Future traffic estimates are required for the peak year for mining employment (full <br />implementation of Amendment No. 8) and for along-tens future. Future traffic projections for <br />this study were formulated for the years 2003 (peak mine employment year) and 2013 (for <br />the purpose of this study, mining employment is assumed to decrease after 2013). Current <br />daily traffic volume was multiplied by a factor of 1.13 to obtain year 2003 background <br />estimates, and by a factor of 1.35 to estimate year 2013 background traffic.
