BMR's final clarifications to the remaining questions to
Technical Revision No. 10 are listed below:
Responses to MLRD Comments Dated July 27, 1992
Paragraph 1
In a letter dated July 20, 1992 BMR forwarded an up to date
accumulation of data in spreadsheet form which has several pond
characterizations. Except for a very few anomalous sample
results, BMR believes that the results demonstrate a reasonably
uniform arld comparable data base which confirms a uniform
distribution of cyanide concentrations in the tailings pond,
particularly given analytical variances that have been shown by
approved laboratories in the past. BMR therefore believes the
sampling approach set forth in its July 13, 1992 response to
MLRD comment #1 is appropriate. BMR will work with MLRD in the
context of TR-006 to resolve any remaining issues relative to
pond sampling protocol.
Paragraph 2
BMR concurs with the MLRD determination that the cyanide
concentrations in the tailings impoundments are the appropriate
point to determine compliance with the permit standards.
However, BMR believes that MLRD's proposal to use a 30 day
rolling average is unnecessarily complex and confusing. BMR
would propose that a monthly average based upon calendar months
