(EFMC) is requesting approval of a Technical Revision to Colorado Mining and Reclamation Permit No. C+-S2~H55 to remove a watershed collection ditch culvert. Information pertaining to this technical revision request was submtitted to the Division as part of the permit revision responses to the midterm review of the above referenced permit. This revision request addresses removal of the 12 inch culvert which presently passes flow from Watershed Diversion Ditch No. 1 under the light use road, and construct a ditch for its replacement. The light use road is utilized by the local rural electric company to occassionally access a powerline. The - short section of proposed diversion ditch extending accross the road will not suffer damage due to frequent vehicular traffic. The ditch has been designed to safely pass the peak discharge from the 1H0 year, 24 hour event (19.66 cfs). The segment of Watershed Diversion Ditch No. 1 extending accross the road and the 100 feet segment directly below the road have been labeled as Section B on Map 12, Mine Site water Systems and Refuse Area (revised 4/10/90). Design details and the narrative explaining the diversion's design have been revised (4/13/90) on pages 425 and 425a of the permit application. Figure A, Refuse Diversion and Collection Ditch Design Details, has also been revised (4/13/90) to reflect the new diversion segment (Section B). The diversion segments below Section B have been relabeled as Sections C and D as shown on Map 12. The above mentioned revised pages and map, submitted on April 16, 1990, are incorporated herein by this reference.
