b. This co:amiitee shall document all selection processes and, upon <br />request, make the selection process records available for inspection. <br />5: Selection: <br />a. In order to provide objectivity, it is strongly recommended that -_ <br />the: selectior~ committee or principal representative use the <br />weighted value Selection Analysis form no. SBD 1-79, copy <br />a[t:aehe:d, or a similar form, locally designed to evaluate <br />competing firms' qualifications. The firm(s) to be interviewed <br />shall t>e giveen a copy of form and advised in writing prior to <br />Lhe: interview that said form will be the basis of ranking of <br />al'I firms being considered for the work. <br />b. For each proposed project for which professional services are <br />required, the selection committee of the principal representa- <br />tive of the state agency for which the project is io be done <br />shall •evaluate current statements of qualifications and per- <br />formance data on file with the department and shall conduct <br />discussions with no less than three persons regarding their <br />qualifications, approaches to the project, abilities to <br />furnish the required professional services, anticipated <br />design concepts, and use of alternative methods of approach <br />for furnishing the required professional services. The <br />committee shall then select, in order of preference, no <br />less than tf~ree persons ranked in order and deemed to be <br />Host f~ighly qualified to perform the required professional <br />services after considering, and based upon, such factors as <br />the at>ility of professional personnel, past performance, <br />willingness to meet time and budget requirements, location, <br />current and projected work loads, the volume of work pre- <br />viously awarded to the person by the state agency, and the <br />extent to which said persons have and will involve minority <br />subcontractors, with the object of effecting an equitable <br />distribution of contracts among qualified persons as long <br />as such distribution does not violate the principal of <br />selection of the most highly qualified person. In selec- <br />tion as mentioned in this subsection, Colorado firms shall <br />be given preference when qualifications appear to be equal, <br />c. If [he selection committee procedure is not utilized, the <br />principal representative will ensure that he documents the <br />method and evaluation that resulted in a determination of <br />the r.~ost highly qualified person or persons. <br />6, Contracts: <br />a. 'the principal representative shall next initiate action to <br />negotiate a contract with the highest qualified person pro- <br />viding professional services for such services at compensa- <br />tion which the principal representative determines in writing <br />to be fair and reasonable. In making such decision, the <br />principal representative shall take into account the estimated <br />value of the services to be rendered and the scope, complexity, <br />and professional nature thereof.
