This
memo supercedes that of June 11, 1996
11) I was still not able to find where this question was
addressed in the responses. Please have the operator
indicate where it is addressed or provide a response if
it has not been addressed.
12) This comment has been adequately addressed.
13) This comment has been adequately addressed.
14) Except for well completion information, this comment has
been adequately addressed. Please have the operator
explain how they intend to prevent the refuse pile well
from silting in and thereby rendering the well useless.
The question arises, because the operator indicated in
his letter that both the CMP and PVC casing have holes
drilled in them to allow flow of water into the well.
Typically, a well completed in unconsolidated sediments
is completed with a well screen and filter pack designed
to minimize the entrance of sediment into the well. The
design of the well screen and filter pack is based on a
grain size analysis of the aquifer. The efficiency of
the well is further enhanced during the well development
process by pumping out sediment-laden water. What
development procedures, if any, were used in the
completion of this well?
15) The operator's argument supporting the prediction that
mine water will not discharge from the No. 9 Mine is
insufficient. Although the piezometric surface in the
aquifer below the mined seam is lower than the portal
