Sfiellon <br />Director <br />October 9, 1982 <br />TO: Dave Shelton <br />FROM: Jim McArdle <br />SUBJECT: Colony Shale OiI Project Interium Plan <br />File No. 80-47 <br />First of a11, the site disturbance inventory map (figure D-1) should clearly <br />show each subarea. Also, the boundary mark should be much narrower than the <br />existing 100 foot wide opaque line. <br />Table D-1 should show each area divided into subareas and the number of <br />acres in each subarea should be listed. The operator should also list the <br />number of acres to be temporarily and permanently reclaimed. A discussion <br />of when each disturbance type in an area would be reclaimed could then be <br />found in the combined exhibits D,E. <br />Within exhibits D-E, the final grading and contouring should be discussed <br />for each site, specifically including reconstruction of stream and drainage <br />channels. The operator should describe how conclusions are arrived at for <br />"'~ area 6 and 7. In general, the outlines for 1982, 2983 and 1984 work are <br />unclear and very confusing. I would suggest that the reclamation data for <br />each area and subarea be portrayed in a table. Rather than saying "reseeding <br />of up to percent," the operator should just state that areas will be <br />reseeded where necessary. <br />A detailed explanation should be provided for each area outlining the reasons <br />why the entire site wilt not be stabilized and reclaimed immediately. The <br />operator should identify discrepancies in the total number of acres disturbed <br />and the number of acres to receive interim or permanent reclamation; erplain <br />why this discrepancy exists. <br />The wildlife, soils and vegetation information provided in the original <br />application was adequate to describe the then existing conditions prior to <br />disturbance.
